How can I do if there’s a record, then every 3 minutes divide into 1 section and count the percentage

I want to us the upon data divide (if there’s any record ) every 3 minutes into one section in a day.(if there’s no any data between every 3 mins then don’t count)

for example. 3/1 , there’s 30 sections that has been counted, there’s 480 (24*60/3)sections a day, so the percentage of the record is 30/480=6.25%

At last, I want to make a graph like that.

ex.3/1 ,a record is 5.32%
b record is 52.68%
c record is42%
