License Monitor App reload is failing in Qliksense

My Operations Monitor reload is working fine but my License Monitor App reload is failing in Qliksense. Can anyone help em in this?

Please check log file , or  you can just mention error you are getting while loading .

I am getting error: Connection to database refused. 

But my Operations Monitor app is reloaded successfully
