Map Doesn't Show Intercity in Legend

Hello Folks,

I have a map, that uses postal code to show it's arrows.  One of my BillTos only does intercity/same zip code stuff.  On the legend, this BillTo is not being listed.  However,  when I click on the BillTo in another filterpane, I see the map zoom in on it as a dot.

Here is what my chart legend looks like when no selections are made.  Notice how there is no LightBlue

Now when I select that specific BillTo in a filterpane, I see it pop up in the legend.

Is there anyway to make the "secret" BillTo show up whether or not it's selected?

I'm on QS November 2019 Patch 3

Any help is greatly appreciated.
