NUM function with FRACTILE instead of AVG

I am trying to apply numbering formats to my columns in a table.  It works perfectly in one column (mean), but doesn't work in the column next to that (Q1).  The mean column uses an AVG expression, while the Q1 column uses a FRACTILE expression.  Could this be doing something?  Attached are a picture of my table right now and then of the expressions I'm using for the mean and Q1 column.  I figure it's a simple mistake somewhere, but I can't find it.  Please help!  Thank you!

@Stars  check that number formatting option for measure Q1 is "Measure expression"
