Percentage and arrow

Hi I have  field vale  like  0.055676543

I want it in percent like 0.6  and an up arrow symbol like below▲. With out using chr(9650) and unicodes.

I want to get it using #,##0.0%

@nqlik123  I am not sure how you can get it done without Chr() values. I have still used them to get the desired output. Please see the chart below:
