Puttings Times in different bands

Hi Guys

I have a column "StartTime" (04:00 to 10:00) i would like to put these times in different bands on a table:

i.e.

04:00-06:00 = Avg. StartTime for all times within these 2 bands
06:00-08:00 = Avg. StartTime for all times within these 2 bands
08:00-10:00 = Avg. StartTime for all times within these 2 bands

Hope this makes sense
