How can I have access to the technical preview it seems that I don't have access anymore to technical previews ?

The current page redirect me with "You do not have sufficient privileges for this resource or its parent to perform this action.".

When I go to the Technical Preview page and try to access the "What's New in February 2019" document it just redirects me to the Qlik ID login page (I'm already logged in) where it get's stuck in an endless loop.  Entering my credentials and submitting just reloads the page.  Where can we get a good link to the "What's New" document?
