Note the additional requirement:

If you intend to give users permission to reload a published App they do not own, a separate security rule will be necessary to enable Read and Update permissions on the App. 

Is that the case for the app in question?

No no, I created a test user who has access to all applications...
My version of QlikSense is November 2022

The question is not "Access". The user needs to have Read and Update permissions on the app.

It's for the stream. I don't have rule for my application.... 

If I do an Audit, I get this:

So I don’t inherit stream access on applications?
How do I put "Update" on my application?

You'd need to set up a rule to allow Update for applications - this is a fairly standard rule you can set up from the template, I believe - or set up a rule where applications inherit the rule from the stream (which you should be able to find in previous community threads, I think)

The stream aspect shouldn't be relevant here - if you can see the app to right-click it, then it doesn't matter what stream it's in.

Can this user see the hub reload option on apps in its own Work stream? If so, then the issue is presumably with the permissions on the published app. If not, the issue is presumably with the reload permissions aspect.

I can't really help beyond that - I used the guide in the link and it works fine for me (on apps where I am the owner or otherwise have Update access to).
