I'm using Qlik Sense Enterprise. I'm not sure if this is something feasible:
I publish a report in a stream. Only one user is able to see this report. Other users who have access to this stream are not able to see it at all, rather than click into the report and get denied by section access.
Any advice helps. Thanks in advance!

There are several factors that will have to be in line before a user can see a report:
1. They have a valid token / license
2. They have access to the stream / app, i.e. QMC rules should allow them access and not explicitly deny them access
3. Section access if implemented allows them access to the app.
You could try publishing the app (with test data if necessary) without section access implemented to eliminate #3 as a possibility.

If they can't see the actual application there is maybe a security rule somewhere implemented?
If they can't open it it's most likely because of section access.
Distinct difference in seeing an app at all or opening it.
