Section Access in Qlik Sense Desktop

May I know why does section access  works only in the qlik sense server and not in the desktop?

There are some limitations to the free version, and this is one of them. Automatic loads are too.

Desktop tends to be used for personal use. That is, a single user. Understanding that the implementation of Section Access is for access control, this is not a present feature in this version. Use in Server if possible.
