Section Access can be applied to Users or Groups within the script. Roles like the Content Admin is not applicable in the Section Access model.
That said, you assign the Content Admin role to a user. You can make that user an ADMIN access type in a Section Access script with the ability to see all data (either through cartesian product or using * for the reduction field).
