Hi,
I'd like to inquire about the license issue we currently have.
1. The QMC is inaccessible to a user with Professional License Access. We assigned the license and attempted to log in to the account, but it was unable to access the QMC after logging in. Please see the images for more information.
2. We read about quarantined, but when we checked the License usage summary on our environment, we didn't see it. Only "In use" and "Available" options are available. Please see Image 5 for reference.

Like @Or mentioned, access to the QMC is not arranged by licenses but by user roles. If you assign the user role of "Rootadmin" to Randy, he will have full QMC access.
See screenshot below on how to assign a user role. Go to Users in the QMC and double click on the user. Then you can assign a user role:
Professional access (user-based) is allocated to an identified user to allow the user to access streams and apps within a Qlik Sense site. The professional access is intended for users who need access to all features in a Qlik Sense installation. Huddle Hyvee Login
Based on your captures, it looks like the user was able to access QMC, but doesn't have access to any functionality within QMC. The user doesn't appear to have any roles that would give it access to any of the QMC section, so this seems normal? Note that a professional license is not related to QMC access (though it is required for certain functionality within QMC, most notably running reload tasks).

Licenses are used only within the hub.
For QMC access you need to have the rights through the roles:
