Web File Access Denied

Hi,

I set up a Web Connector and it works on localhost and can run as a service as well.

I also Tested it, I could send an email from here:

However, when I try to set up a Web File connection, I get this error below, please help.

I saw the article already when I was googling, I did apply the changes as they suggested but it didn't help.
