create point map

Hi All

I have created area map for England country  by using geo points(KML File).I want to create point layer  to show sales that means i want to show points for sales values by district.how can i do that i am able to show sales values in that area map.But i am unable create points for sales values.I want to show points for sales value for below map.england area map by district names
