I looked online for an answer and I found a couple of threads saying to use '<B>' in the text format expression.  I tried to combine this with the text color expression, but it didn't work

On my application, I only see options to change background color and text color - Nothing to enter a text format expression.

I use qlik sense Cloud.

Any thoughts?

The format '<B>' in text format expression works in Qlikview, In Qlik Sense I don't think we have native property to change it. So may be you need to find some extension for this. Not sure but below one looks promising from the description -

I have not used Extensions yet - I know I need to learn.  First I should say that I use Qlik Sense Cloud.  Can I use the extension with Cloud version?

I successfully used the extension you suggested with Qlik Sense Desktop.  It worked, but when I export the story to PowerPoint, the styling changes do not export
