Licenses to create and execute automations

Do you need Professional or Analyser license to create and execute automations? Additionally, can a tenant admin run automations without these licenses?

Users with an Automation Creator role can create automation from the hub.

Currently, it's only possible for the automation owner to run automation unless for the triggered automation which can be run by anyone from an external source.
