I checked the status of the task in Enterprise Manager's Message Center.
When executing the 「FULL+CDC」 task, TYPE was output in the following order.
・TASK_START
・TASK_FULL_LOAD_STARTED
・TASK_FULL_LOAD_FINISHED
After stopping the task and restarting it with "Resume", the TYPE was output in the following order.
・TASK_STOP
・TASK_START
・TASK_FULL_LOAD_STARTED
Since it is 「Resume」, FULLLOAD will not be executed,
but 「TASK_FULL_LOAD_STARTED」 was displayed in the Message Center.
I have a question about the TYPE 「TASK_FULL_LOAD_STARTED」 at this time.
・Why is 「TASK_FULL_LOAD_STARTED"」 output even when I select 「Resume」?
・For what kind of operations will 「TASK_FULL_LOAD_STARTED」 be output?

The task full load start is always performed during task initialization, however, the full load operation is performed only when the table are not loaded. In case of resume after the tables have been already loaded you'll see messages that indicate that 0 rows were transfered in the full load.

RESUME: TASK_START, TASK_FULL_LOAD_STARTED, TASK_STOP
CDC
Reload: TASK_START, TASK_FULL_LOAD_FINISHED, TASK_STOP
RESUME: TASK_START, TASK_STOP
Only reload CDC task, task log shows 0 rows is transferred.
[SOURCE_UNLOAD ]I: Unload finished for table 'dbo'.'des1' (Id = 1). 0 rows sent.
[TARGET_LOAD ]I: Load finished for table 'dbo'.'des1' (Id = 1). 0 rows received. 0 rows skipped. Volume transferred 0.
Also, TASK_FULL_LOAD_STARTED and TASK_FULL_LOAD_FINISHED should be a pair. I would recommend creating a support ticket for this issue.

Is it correct that FULLLOAD is executed internally, but nothing is sent to the target because there are 0?

When resuming a Full Load + CDC task, task log does not contain any SOURCE_UNLOAD information. I think Replicate does not execute Full Load internally. "TASK_FULL_LOAD_STARTED" should not be printed.
I observed that dummy full load occurs when starting or reloading a new CDC only task.

FULL + CDC does not do FULLLOAD internally, but
I found out that a dummy full load is executed when only CDC is used.
