Nprinting Conditions w/ Null Values in Chart

I have a condition set in Nprinting to only run when my chart contains values.  My chart only contains null values but the report still gets triggered.  Shouldn't a null chart be considered as not having values?

How can i set the report to run only when the chart contains non-null values?
