Hi... If you implement what I suggested, your "loop" or rather cycle enabled report will be redundant - here is why...
- what does cycle functionality do?
- it loops/cycles through available values of dimension to produce individual report based on that selection. If multiple values are present in field you use in cycle the result is multiple reports produces in single task and bundled as a zip (all in one zip) - this is working as designed.
- what does filter do?
- it applies selection on field
- conclusion:
- If you want to have report to run 1 at the time applying filter on individual country will result in only this country being in the report hence in this case cycle will be irrelevant as there will be nothing to cycle through other than that one country from filter.
Again - like i said before, we have to be very precise on what we are trying to do? What is the requirement and why?
- Is your requirement to produce separate reports (1 for each country), just like you would unzip the output of your result from task which you run when using cycle and send this report to group of user (all countries to all users)?

- Who is a recipient of those reports and what method of distribution do you use?
- We can use different methods when distribution to folders and different methods when distributing to NewsStand... And also different methods when distributing to emails (if you on version April 2020 or June 2020).
there are few variables and possible solutions, but without clear requirements I dont know which one I need to suggest.
Also to cut the story short, If your question is if you can schedule to run cycle report each value at different time based on trigger schedule, than answer is: No - You cannot!
