I am attempting to import a recipient list from excel into Nprinting 19, the import fails with the log stating that the column names were incorrect. Is there a template that I can use for Nprinting 19 recipients?

The first place you need to ALWAYS go to is just https://help.qlik.com, navigate to version of software you are using and 99% of information usually is there.
Regarding your question - this is very well documented here:
there are sample files (templates) - note that you need to make sure you use template for version you actually have (you are indicating that you are using November 2019 so I have provided a link for this version). Differences are in the supported functionalities and November 2019 so far is the most advanced.
btw. - go through the help document regarding filters, recipients etc as the rules are completely different than in NPrinitng 16+
