Can I turn off the IE Plugin toolbar for all users?

My customer wants to access QlikView documents through a browser, using the Internet Explorer plugin. They do not want the toolbar to appear.

A user can customise his/her toolbar, including turning it off, but can I prevent it appearing in the first place?
