Can i give session CAL for all the 72000 users?

You can use the session CAL , but no need to get 72000 session CAL.  It will be very costly . In my openinon you can buy 500-700 Document CAL and assign the same to the respected document. The Document CAL is cheaper than the Sesion CAl.
