I have taken over an installation of QlikView 11 SBE, which was not used for several years. After trying to schedule a task to reload a document, I noticed that there seems to be no distribution service.
Do I need a separate license of the distribution service in a Small Business Edition?

The QlikView Distribution Service is always part of a QlikView installation, both in QlikView Server EE and QlikView Server SBE. The fact that this service is visible in QMC as an independent service (and even relocatable to another machine) doesn't depend on the server version (EE or SBE) but on whether you have a Publisher License or not.
So, yes there is a Distribution Service hidden underneath the QlikView Server installation, and no, you don't need a separate license if the limited feature set of the standard publisher fits your requirements. Check the Services control panel to see which QlikView services are installed. In recent versions of QlikView without a Publisher license, the Distribution Service appears as "ReloadEngine..." in the Status->Services tab in QMC.
BTW the difference between QlikView Server EE and QlikView Server SBE is that EE comes with a permissions system called DMS (versus just NTFS) and EE allows you to buy and install more than 25 Named CALs and 100 Document CALs.
