As far as I understood your request, the most common way would be to publish the QVW to a QlikView server and then the users would access the application on AccessPoint using a web browser.
In a very small environment, you can also share the QVW, but this require a desktop client installation on user side.
Besides this, all users & developers need to have an appropriate license.
