Loop and Distribute Struggles

I'm trying to get a loop and distribute to work, but just don't understand how to get it to work. I've got document on domain A, and I want to reduce the doc down so that external users on domain B can access it. I want to reduce and distribute based on the Carrier ID, and then I'll ftp the files over to domain B where the External QVS will support them. I've set up section access to define which "Security" field is associated to what Carrier. But how do I get it to distibute on this association?

I've attached my doc..hopefully it helps explain what I'm trying to do.

Does the silence mean it's not do-able, or it's a really dumb question?
