New to BI Report development

I am new to BI report development. I need some idea in developing reports for Procurement Management(Budget Analysis) reports.

Queries -

1) What type of charts should be used?

2) What information is required by the management to make a decision?

3) how to present the data with precise and required information in clear and perfect manner?

Pls help me in gathering the ideas to present the reports.
