Are both the publisher and the manual reload 32 or 64 bit version, if they are different this is most likely the problem since 32-bit ODBC drivers will only work with 32-bit executables and similarly for 64-bit.
Qlikview Publisher and Designer both are 32bit version and the driver is also 32 bit ODBC drivers.
Could you please help me to understand the following line in the log file:

The one that talks abt "Memory allocation Delta" giving a negative value.

i think the negative delta is unrelated to the error and nothing to worry about.
is it possible to (on the same machine) open the qvw in desktop qlikview and attempt a reload? chances are you get a bit more verbose error reporting for further investigation.

Check your ODBC driver and make sure when you created it on the server, you didn't create it as a user DSN. Need to be a system DNS.
The manual reload from the qvw file is working perfectly fine. Only the publisher is throwing the error.
Is there some known issues in using Oracle 10G with Qlikview. This reload with publisher was working perfectly fine with Oracle 9. Only after the upgrade to 10G the problem started.

as i think bbt was aiming at, it might be something with lacking permissions on the odbc for the account running the qlikview batch (which is the same as the account running the execution service).
