Toolbar in IE plugin - changing the default settings

Is there a way to default set the Toolbar in IE plugin so that all users always have only a few options.

By default they get every thing and then they have to go in and unmark the options thy don't want. This is not working in a big comany.

Any suggestions on hos to solve this?

Ajax client?

We are using IE plugin version 9 sp5 not Ajax..

If we would use the AJAX client, is there a way to do it there?
