Why do I see active users and open documents but acually users are inactive for more than 12 hours?

I'm not sure if this happens with earlier versions of QVS but I have noticed it on QVS November 2017 SR4.

I have logged in users who are inactive for more than 12 hours yet, I still see their names under QVS Statistics -> Active Users.

Here are the documents timeout settings:

and for testing purposes I have set document timeout to 360 seconds

regardless of the above configuration, I still see open documents and "active" users under QVS Statistics. why?
