license to use publisher - wth server

if i have license of server smb version 8.5 , can i use the publisher standart edition ?

Do you mean QVS SBE (Small Business Edition)? The answer is yes you can use Publisher Standard Edition - it must be installed on the same server as the QVS.

doest it work without iis ? does it work on win 2008 server ?

i need it to let the users to do reload on demand from their own pc. ?
