App creation is done in the desktop version of QlikView. You do not need any other tool or solution for that.
Applications are done and complete the second you hit "save" and after that can be used by anyone who has a licensed version of QlikView, so again not (other) solution or tool is needed (or even available).
For hosting an application for multiple users, install (and license) a QlikView server.
