Bar Chart Static Max Expression

IN the attached Bar Chart. If I am selecting 2014 Dec.  The Y-axis values are plotting as per the LIne (3 Yr Avg).  I would like it to plot based on the bigger value, so I should be able to see the Values on Data point above the Bar. 

I tried using the bar expression for Static Max but it does not work and I cant use the Values in segment, cuz my segments might be too small sometimes .  Attached is teh sample qvw
