Bucketing Data via Variables

So I've got the data summarized the way I want (site Summary Table). Now I want to bucketize the data based on some variables, and I'm not quite sure how to do it.

There are 5 buckets to create per both the frequency and amplitude (<f1, f1 to f2, f2 to f3, >f3), and then I want use the different combinations (25 possible) to be the primary dimension, and then count sites with that combination of buckets.

Frequency Bucket, Amplitude Bucket,  Count of Sites?

Any ideas on how to do this?
