Budget and Actual tables with different granularity

Hello,
I can't find a solution for the qvw attached making a selection on a BUDGET field (that is the budget's name).

if I select the value "BDG2021"  ,  i'd expect to see the Actual value of  20.000,  below the actual result:

where the Actual value is 0 rather than 20.000  !  

Could someone help me to find a solution?
