Can I publish a qvw as a link where filters can be applied .. etc

Can I share the front end of the qvw over a html link so that my team mates can apply filters and get insights that they prefer ?

I use a personal edition of QV

I think non QV customers as in the ones without a license can not download the QV server.

That's correct. So you need to buy Qlikview Server and enough licenses for the users. And no, you won't be able to do it without Qlikview Server and for free.
