Go to Chart Properties > General >Title setting > Font > select the color you want .

NOTE: For each value you cannot give different colors

You mean , you want the legends at the top ??

then try like this

If you want to move the legends to the left, upper or bottom part of the Chart object,

Select your chart by clicking it and hold CTRL+Shift this allows you to move/align the Legend and grid part of the object
