Creating one straight table from 2 different sets of requirements

This is related to a previous post (Using calculated dimensions to dictate what rows to display in a straight chart...

https://community.qlik.com/message/1229262#1229262), and I was so excited to get it working only to have my user change the requirements on me.  So now I've attached a new qvw and am wondering if someone can tell me if what I would like to do is even possible. Refer to the qvw for details, but generally speaking I have 2 different sets of rules to follow for populating a table and I have accomplished the goal with 2 tables (one per rule) but am wondering if there's a way to just have one table to show all my needed rows. I am using flag fields, sorting and FirstSortedValue to accomplish the goal thus far.  Thanks.

That is super and is exactly what I was looking for; your solutions are so helpful and educational.  I am embarrassed to say that I might not have the requirement quite right yet, however, and will need more help.  I want to confirm a few more things with the user requesting this oddball chart and will get back to you asap.  You are really saving me on this project, thank you.

The original chart I needed help with seems to be working with all my requirements, but now I am trying to do a roll up table and cannot figure out what is wrong with my IF and AGGR statements.  I'm hoping I'm just blind to something easy or obvious because I've been looking at this for days now.  I've attached my qvw.  The first qvw sheet shows the raw data, requirements in pink text box.  The second qvw sheet has the 2 charts needed for my project...the top one being the roll up and the bottom one the one originally worked through on this discussion; the top one is the problem and I have notes in a text box explaining what the trouble is.  Any help on what I'm doing wrong would be great.  Thanks.
