You can achieve this by adding a text object and use a variable( representing data is there or not in chart )to show or hide the text box and go to Layout and use Layer and keep it on top of that chart.
Yes you can achieve it by creating a text box and making it Layot conditional.
Might be something like attached. I have considered a random condition (when data is available), you can specify any particular condition which suits your requirement. Check the layout condition for the text object.
