Default Reduce

I use section access to reduce data for certain users. Is it possible to add a default reduce for all others users:

Section Application:

The result should be that when I log on with 'Test1', the data will be reduced on 'JA' and when I log on with any other user, it will reduce on 'NEE'.

Is this possible?
