Entry field for Comments/Notes

Hi! 

I have 3 questions and hopefully you can help me with it.

1)  Why is it that the values i have on the right hand side of the below chart can't be drilled down or can't be selected on?

Below are the expressions i did for it.  Please give me the right expression to make it enabled and selected.

2) I would like to add a field in my dashboard so users can put a comment/notes right beside a metric.  How can i do this? 

3) Also, how can i put in a traffic light

Below is how it is supposed to look like.

     Target         Actual        12-Mo         Prior Pd       Trend             Comment

                (Actual vs Target)                            (12-mo vs Actual)
