Excluding Selections in a KPI

I have the above expression calculating the number of Late sales orders however it is not excluding selections.

Maybe use 1-$ instead of 1 in Count({1 <

This did have an effect on my object however I believe this is just excluding the selected value's instead of ignoring all selections.
