Make sure that your expression in the Listed Values really are:
=Concat({1} DISTINCT Year , ';' , Year)
In the QVW-file you reposted you had left out ';' and when I put that in it worked very well.
I attach a new version with the Year .... working
Can you please explain why you shamelessly and unnecessarily copy and paste exactly what I wrote 15 minutes before? This is no way to behave in this forum.

For some strange reason you will have to use a comma , instead of a semicolon ; in the Concat()-function.
like this:
=Concat({1} DISTINCT Year, ',' ,Year)
Even though the online help specifically say that semicolon is the separator to be used. It must be something with the national language settings.
