I used QV 11 personal edition. I have created a dashboard in my system. I want to open it in another desktop which also has a personal edition. But i'm unable to do so. It says that i have used up my 4 tries. I have a doubt. How am I able to open publicly available qvw files from qlikview site even though i have run out of tries? Is there a way i can make my dashboards public so that they can be opened in other systems without any hassles even after 4 tries ?

No. There is no way to reset the count. No.
QlikView Personal Edition is for personal use only, not for business use. You can open and modify documents that you created with the same PE and specially created documents (like those from demo.qlik.com), but you cannot open documents created with another PE or with a licensed copy of QlikView.
You get 4 attempts to recover any documents that you accidentally lost, but you cannot exchange documents. Once the 4 recoveries have been used, your PE will lock down and the only way out is to buy//install/lease a license for each copy.

You need to lease a user CAL license in the other desktop
for that you need to connect to your company QVS (i.e. Open in Server )

the public reports for the Qlikview-Webpage also the Cookbook-Application from Rob Wunderlich have specials flags, so that you can allways open them.

You cannot share personal edition apps with other users using personal edition, only with licenced users. To share your application with other users you will need to purchase licences for QlikView.

You can export the entire qvw as a csv file from FILE--> Export to Script File in the Script Editor window.
Then, copy the entire csv file onto the main tab in a new qlikview document on the pc you want to use it on. When you reload the script, it will automatically create all your tabs. But, first make sure that all the files and filepaths from where you are importing the data onto qlikview must be the same.
This will create your qvw, but you will have to create the charts on your dashboard again.

And is it possible to open a qvw file created with Licenced edition in a Personal edition where the 4 tries are over ? If yes, how do we do it ?
Besause in my project, there is one licensed version and 4 personal editions. All systems with personal editions are run out of the 4 tries. Is there any way we can open them in the personal edition systems doing some tweakings to the qvw file in the licensed edition.?

As stated in the personal edition FAQ...
IMPORTANT: QlikView Personal Edition is limited to four recoveries per installation. When you recover a QlikView file created with a previous installation, it will apply your new user key to ALL documents created using the previous installation, not just that particular file.
DO NOT attempt to open QlikView files that you did not create (from the forums, created by a colleague, etc.) Doing so will use one of your remaining recovery attempts, and once you have exhausted all 4 of the attempts, you will no longer be able to access documents that you have created and, from that point on, you will only be able to create new documents using your current QlikView installation.
If you have used all 4 recovery attempts then you are restricted to opening newly created documents only.
