I can't change the user in a CALs licence

Hello

We have a license per user with 5 CAL's.

We assign these 5 CALs to 5 different users. So I wanted to change a user with a different one. I removed the first user and waited 24 hours quarantine. I added the new user and tried to access a file QlikView. QlikView did not recognize the new user. I waited 24 hours in case, and neither recognized.

The new user appears in the list of 5 CALs assigned.

The message gives us is that the user can not access a file that has not created by himself.

What can happen?
