If statement as expression in List box Field is not sorting appropriately

I am using below condition as field in a list box.

=IF("~IC"=vIC,Accountable_User) .

It doesn't sort whatever I do. Any thoughts is highly appreciated. attached is the qvw file.

We did, submitted for two different groups. trying to see how to delete a thread.
