Is there a way to customize the right click menu?

We would like to customize the available options when users right-click on a chart. Can anyone tell me how to do this?

The only possible "customization" I know off is "Hide Unavailable Menu Options" in the document Properties, tab General.  And, the Security tab defines some of these options, e.g. "Allow Export".
