Different yes, better(simpler), no.

That depends on what your real intent is. If you really want to show Budget or Actual amounts, you can use line graphs as well to indicate trends. But for comparisons of Budget vs. Actuals, a bar chart is most intuitive. And use a mixed line/bar chart to show Budget & Actuals (2 bars for every dimension value) and on top of that a line/symbol chart that indicates the difference between the two in %.
