Pivot table AGGR, MAX function return null value

I have first three columns in my data and I am trying to get to last three column in a pivot by VINTAGE_YR and TOB. I am trying to get to set analysis using AGGR, MAX functions

2) Max(TOTAL <VINTAGE_YR> TOB)
