Attached is my app , I am trying to move the values on 12:00 am bottom to Top 12:00 am .. Can this be achieved?

Looks like these records don't show a Completed At timestamp at all. Maybe you want to remove them from the chart?

edit: see attached two alternatives, one with bubbles removed, one with bubbles set to the top
