Possible value - if statement

I need to write an if statement to get a possible value. When a salesman is selected I need to return a 1 if specific region is possible and 0 if not possible.

For example...if salesman John Smith is selected return a one (1)  if it is possible that he had sales in the "East" region and a zero (0) if it is not possible that John Smith had sales in the "East" region.
